Yes, the sundering mod can activate while using an attack skill, but it just affects the base damage. Attack skill damage is strictly added on top of any previous calculations.

even if the sundering mod itself could compete point-for-point on using a vampiric or elemental hilt (which, it cant) you have to also consider, its only being taken into effect 1/5 hits. if your foe manages to have a high base AC (200+) it could be very useful...but noone in the right mind would focus that much of their skill-lineup to purely ac-based defensive measures in pvp.

It doesn't contradict the general conclusion of the thread, but I had actually done in-game testing on the damage numbers via standard methods (Wild Blow on Isle targets) for the Sundering mod. Results are here (Posted on GWO because I can link there from here, and not vice versa)

Fender math is fairly straightforward, the formatting on the other hand (or at least in the transcribed version) makes it difficult to decipher. The general idea is that at 60AL, sundering is 1/2 as good as vampiric. At 100AL, sundering goes down to being about 1/3 as good as vampiric.
Yes sundering still can trigger on skill attacks, see penetrating attack above. It only applies to the base portion of the damage, which is armor affected (basically what you'd hit for anyways). The additional damage listed in the skill description as say +42 is armor ignoring damage. They made it this way so you can't hit +dmg attacks for insanely high amounts by simply jacking up the armor penetration (I assume).

Sundering sucks less so than it used too and if it triggers on a crit can result in a nice damage boost. However vampic is still your damage booster of choice.
